Is Design Eminent a scam or a legit company?

If you're ok with below average work and ok to pay an overpriced amount, it is not a scam. They will upsell you on everything but deliver the same product. As far as a legit company, they are not even located at the US address they post on their website.

Both. They do legitimately deliver the product but only after several upcharges and additional fees for stuff listed as included.

I ran a music production business, I made a wordpress website myself, I told them that I needed two pages to be slightly changed to look better and the mobile website navigation bar to be re-adjusted. I was quoted $250 so I paid on the spot and waited for them to make changes.
I created an admin account on my website for them so they could make the changes that I prepaid for. I waited about a week for the changes to be "drafted". They were calling me at least 4 times a week even though I asked them to text me as I worked 10 hours shifts at my day job where I cannot answer the phone, they kept calling.
After two weeks of waiting, they finally decided to leave me a message saying that my new website has been drafted and they need me to pay for the content. Then I pointed out that I only needed an already existing website to be tweeked, so they apologized. I told them that I needed two pages to be slightly changed to look better and the mobile website navigation bar to be re-adjusted.
They spent two weeks trying to upsell me, and in the end they told me that I need to give them all passwords to my Hostinger account as the FTP and Database accounts that I swt up for them weren't enough.
In the end I said no, and just left without requesting my money back. In return they sold my phone number to a spaming company.

Scam we spend over $2000. 00 and more! Wasted a lot of time and had to hire another Company to redo all the work! Awaiting refund 3 months later

They are legit they just can't provide the services they say they will and they do not stand by their statements. Instead they attack you personally and threaten to post negative PR if you choose to back out of the subpar service they do provide.
