If you're ok with below average work and ok to pay an overpriced amount, it is not a scam. They will upsell you on everything but deliver the same product. As far as a legit company, they are not even located at the US address they post on their website.

Once they have your money, it can be weeks, and many emails later, before they answer or do as requested. I had to write all the copy and constantly correct their obvious mistakes, even spelling. All they really did was the overall design and I did everything else. Right now I'm trying to get the source code so I can get my site away from them... far, far away
