Accounts with paypal after sometimes usually required that the user submit his/her real Identity. Details government photo ID like drivers license, international passport, Utility bill for a prove of address and in case of business account, bank statement for the submited bank account and that of credit card are required to open the account when the account is locked. How do auctionassistance handle such a situation as I wouldn't be able to provide such documents. (2) Can auctionassistance provide a PayPal account that is fully verified with Photo ID and Utility bill?

Answer:
There is no such thing as a PayPal account verified with a utility bill and ID. Anything relating to documents you need to provide.
