This website only delivered 5% of the assignment, while I paid half of the amount upfront. I agreed with them that they were going to deliver in 2 deadlines, because I was supposed to submit in two parts at school. Since 5% is basically nothing, I could not submit on time. When I confronted the website with this and asked for my refund, I received the following e-mail:

"We had already completed the solution few days back itself and we have been asking to make the balance payment.
We even shared the partial solution. So, there is no question of making a refund.

If you do not make the balance payment, we will be left with no option; but to contact your university (for academic dishonesty)
We will wait for 24 hours to hear back from you. After that, we will proceed with the action"

Well they are not only liars, scammers and money extortioners, but also violators GDPR regulations. They spread my name all over different crappy indian websites just to mobb me.
