Ripped off

I bought this product and was promised the insert would be delivered however 2 weeks later it still hadn't arrived. I then received an email saying if I wanted the insert I would have to pay extra charge for delivery. £4. This was not told to me at the time of purchase and the company is basically trying to get more money although the product has already been paid for. I now have half of product that is useless
