Illinois garage door over charges

I was quoted 300.00 to 350.00 for two heavy duty springs he charged me 450.00 and would not accept his own 10 percent off coupon, he completely over charged me, they gave me a max charge of 350.00 and they should not be quoting and giving coupons out on line and they won't accept them.
