Ok where do I start

Ok where do I start. This company is a mess. I ordered 3 sets of action figures for my sons birthday since the site said it would be here no later than his birthday. It is now 3 weeks past tthat date. The customer service person "Gary" has been no help. He blames the post office and keeps saying to allow more time since its from chine. However my item is not even on u. S ground yet. They refuse to give me a refund and I am going to take legal action. DO NOT BUY FROM THEM.
