Hello Marina,
For both of those purchases sales tax would be charged since both merchants do have a physical presence in the state of Minnesota.
We are not able to ship anything classified as a "dangerous good" which would include alcohol based perfumes and aerosols.
Another problem you will encounter with ULTA specifically is that they don't ship to forwarding companies. So making a purchase from them may be difficult.
