I suspect it may be a scam as my experience 20 years as a teacher is that students will always at least be polite enough to reply to messages from a teacher. However on this website I have sent several messages to students with not even one single reply, this defies belief. So yes I think that's this website gets its money by creating fictitious students! The way this company makes their money is by auctioning so called students to teachers. So every new student is a money-making machine for the website. Sometimes you can see up to 10 teachers vying to make their services available to a single student. This is a lot of money coming into the website, all from teachers. So yes I think this website is certainly scamming in some situations
