Answer:
Imo, it has to be a front for something to still be in operation. Hopefully it's a front for something not as nefarious as serving people undesirable, inedible "food".

Why isn't the menu on the backs of the order boards so that the passengers can see the menu also? Anyone setting in passenger seat can't see the it.
