Im having same issue here. There shows a quote of 99 ahead of me on their homepage chat, and their voice mailbox is full when you try to call. I just got a reply from my chat window: We're sorry our dear customer. There's an ongoing upgrade on our system. We apologize for any inconvenience that may have caused you.
