I see very mixed reviews about Santana. We are looking at the portugal in 2023. Any insight appreciated.

Avoid at all costs. They are terrible and you will not enjoy the trip.
There are many cycling companies out there. Pick on the owner will treat you with respect and be transparent in pricing, policies, routes, etc...
