Looks like they have a lot of bad reviews. Is this place a scam?

They may be a legitimate site but they make it extremely difficult to use and arbitrarily refuse to allow you to use their platform. We started the process to list our foster rescues and it was so horrible that we looked up their reviews. We read many reviews of rescues that were taken down without warning or any reason. They use their staple response of: "We have determined that your group is not eligible for Petfinder membership at this time. Our Terms of Service state that eligibility for membership is determined at the sole discretion of Petfinder."

Tried their services and only got requests to "sponsor" or donate for pets that may have been no-existent but no contact to actually adopt a pet

No, Petfinders lists profiles of animals for individual rescue shelters in the United States. Many of the individual shelters have very lengthy adoption applications and requirements before allowing a person to adopt. They want to ensure a good match for the animal and the family.
