Hey there Jathu J. Unfortunately no services are online that can remove the iCloud lock from an iPhone that is reported as Lost to the iCloud. Is this device yours or you purchased it from someone else? Is there a way to contact the original owner? It should have a message to its Activation Lock screen.

Hello Dylan. Blacklisted iPhones are not being treated the same as the iPhones with Unpaid Bills. However, if the unpaid amount is very large, then it can sometimes get blacklisted by the mobile networks. Do you know the exact status of your iPhone? Is it still marked with outstanding financial balance or it turned to blacklisted? First we need to check in which network it is locked to (Since the SIM Not Supported message, means that it is SIM-Locked), then we also need to find if it is Blacklisted, its Financial and Contract Status and its IMEI/Serial replacement status (If they have been replaced). Once we know all the above, we will be able to locate an available unlocking service. You can get all the above information (If you do not know them) with our iPhone IMEI Unlock Check service (From our Home Page)..

Hello Derrick. Currently there are no services that can unlock a Spectrum locked iPhone. However, you can contact them, because from what I can see, if your device meets a few requirements you can do it for free.
