First of all you must send IMEL to iphone unlock zone to search for you for the latest saved information for the phone ex.name, contact no, address etc... Then after you must contact the previous owner to solve the problem.

I have been informed that there is no way unless you can get the icloud user and password. Only the police departnent could get the previous original owner information with apple in order to do a contact. Contact ebay seller to get the info/ return it / or use it for parts
