Please note that each account for a member is different and all videos are provided by an advertiser and not by InboxDollars so if you are not eligible to receive videos due to terms, requirements, demographics or other reason than this would be determined on a case by case basis.
Mobile Video inventory is different than Desktop availability.
Advertisers have no access to your earnings amount so regardless of the amount listed in your earnings this would not determine activities available to you as a member.

Members are always able to obtain their earnings if following the terms and have an active account at the time payment requests are made.

Who knows. Decisions to cut people off from the site appear to be arbitrary. The ONE COMMON DENOMINATOR seems to be that once you near that threshold (the 30.00 requirement to collect your money) any and all excuses are employed by this 'company' to sever the relationship. I. e. You can't get your money. Generally, the BS given is that you don't qualify in demographics. But if you read all the emails here, they can z(and do) use any excuse to steal your accrued pay.
Look on the bright side. You'll quit wasting your time.
