I personally don't buy passes and I get along fairly well.

Scam. No point in spending money on the game. After 3 or so months of not playing your account will get deleted and your money will be wasted.

It's legit. Don't waste passes on luck items. You'll waste them all.

I am not sure how to answer this. They do make promos pretty tight, so a lot of people buy passes. Overall, they are pretty good.
