Is Fsdownloads.com a scam or a legit company?

It's a valid site, I'd say more for a select few, most will do a search and because of the first 3 letters in the web name that will be one of the first to pop up. Was a mainstream back in the mid to late 2000s, as there weren't as many sites as compared to now with literally millions of free downloads offered everywhere.
