Seller refused to cancel my order even tho it hasn't been shipped due to "no cancellation policy". Can I just refuse shipment?

From my experience once the item is shipped and confirmed arrival by shipper it's yours... Etsy really sucks when supporting their buyers I'm an ex buyer once a loyal customer for 10 years
