DocFly (formerly known as PDF Pro) is a legitimate company, we offer both a free service or a paid subscription for more than 3 exports per month.@Mary - you must have used a different website as we do not automatically sign users for a subscription and our site and support is all in English.@Jenna - Something must have gone wrong with your free exports but we do offer 3 free exports to all customers.

It is a scam, you agreed to pay the initial bill but without noticing the fine print it automatically signs you up for a subscription when you file a complaint their response is in french

It is a scam. It doesn't ask for money until after you've edited a PDF, then you have no way of downloading it.
