If there is a state of emergency declared in your destination area and flash flooding warnings is there anyway to get a refund?

They may charge fees right away, but the host does not get paid until the actual date of the stay. Read reviews carefully to avoid scams. To be safe just stay at a reputable hotel or established B&B.

That would come under "Acts of God" law. However, the terms of your refund is already pre-determined by and between the host and airbnb. Verify their refund policy before you book.
