Can someone explain why dishonest thieves like this company can stay in business for so long?

The paypal charge is probably from the actual seller of the item. Ace Depot buys the items they sell off ebay, pretending they are sending you a gift and the reporting the ebay seller for no delivery. They bought an item from me and i ended up talking to the person it was delivered to. He paid 25% more on ace depot than i sold it for on ebay.

Because you really have very little recourse. You can't sue them, it's many, many small transactions, mostly not in their state.
They know this. They're not afraid. And their offers are very good, yet still plausible. They can fulfill a small percentage of orders and get good reviews from them and lie to the rest of us. Also, I would guess that for ever person who was taken for a ride, a small percentage bother to give a bad review. So, good on you for following through.
