The few first emailed messages with my questions were answered in two or three words. When problems remained unresolved the answers remained very short, any real explanation or instructions to follow.

Apparently is legit. It is registered as electronic money institution in UK. At least they say so in its page. It is difficult to have references in the web as is a very new company.
