I don't understand why people beat their brains out with this...
Use a charge card, try to contact the vendor for 3 times then put into dispute.
The card company will have the same contact results as you and you get refunded. Are people really this damn dense?

I actually managed to get a $25 credit and they sent me the missing parts but it took almost 3 months of weekly emails and/or phone calls. When they realized that I wasn't going away (and I kept all messages friendly), then they finally replied and made it right.
