The only liter robot is wifi has to be connected to phone /wifi

Thank you so much for your great question! We do manufacture a standard Litter-Robot 3 Open Air, and the Connect Litter-Robot 3 Open Air. You are not required to use the WiFi feature for the Litter-Robot to function properly, but it does send alerts to your phone when you need to change the drawer or it will display a blue blinking light on the Litter-Robot to alert the drawer is full for both types of Litter-Robot 3.
