You can not send in a broken core an expect to get a core refund for it. You "must return the required rebuildable core" as stated.
So this negative review is addressing Tammy's unhappiness with that for anyone reading.

Here are the rest of the conditions for core returns: "Carrier: We look at ring gear bolt holes to make sure they are still round, clutch surfaces are not damaged and will accept the new keepers on the clutch plates. The carrier bearings will still press on. The carrier itself is not cracked, we magnaflux these to make sure there are no hairline cracks. The 65-68 carrier is fairly common for this in the carrier center where there is a casting line. Also is this a posi carrier, we only sell rebuilt Positraction differentials, so if you are returning a non-posi differential the entire carrier will be deducted from the core charge. Carrier deduction is $425.00"
