The reason the BookVIP promotional packages are up to 83% off the retail rate is because these are first time visitor packages sponsored by the hotel's vacation club division. The hotel's vacation club division subsidizies the discounted rate in exchange for meet their eligibliity requirements and attending the resort preview. The resort's vacation club division set the eligiblity requirements not BookVIP.com. The requirement's are located at the bottom of each special offer web with a "Terms & Conditions" link as each hotel is different.
