I paid BookGoodies $10.00 through Loxly/paypal to highlight my book on July 10. They did not do it. They will not refund my money or reply to my complaint. Loxly/PayPal has informed me they will not rule in my favor. This is infuriating. I paid. They didn't deliver. What's the grounds for dispute?
