I don't buy a lot from JCPenney.com, but I have almost always been pleased with the items bought. I prefer to buy from a local Penney's, but selection is sometimes limited. I used this site to buy petite clothing for my mother, and the fit and quality was very good. I recently bought some nightshirts that turned out to be longer than I expected, but they fit well and are a good quality fabric. One item, however, was not at all what I expected, and the return 3 days later was super easy.
One option I really like is to have my online purchase shipped to a local Penney's store for me to pick up. I live in a semi-rural area and my mailbox is not secure for packages. Pickup from the store means I don't worry about misdelivery or theft. I think this option might be good for anyone who works and isn't home when the mail is delivered.

Updated Haband is part of a catalog/online group of clothing retailers that includes Blair, Old Pueblo Traders, and Bedford Fair. Haband sells some petite bottoms, but tops are only in misses sizing now with only their Snap-It-Up jacket sold in petite. However, for me their 30" inseam pants are just long enough, and I'm only 5'4". Misses catalog sizing is supposed to fit those up to 5'6", but I would not trust that. If an item is primarily cotton it may shrink which further clouds the issue of length on both tops and bottoms. Overall I think their misses sizing works better for petite women. Be sure to check your measurements against their size chart before buying.
As stated in my title, some pieces are better quality than others, but you can't tell until you get them. I especially like their Snap-It-Up jacket. Fit, too, can vary, and it is more helpful if you explain why you like or dislike a product. Please give your height and weight so readers can gauge your fit to their probable fit.
Shipping costs are a factor when buying online. Standard shipping (7-10 days) is USPS (Postal Service). Under $20 you pay $6.99; from $20.01 to $40 you pay $8.99, and so on. Express shipping via UPS (3-5 days) is available for an additional charge of $6. I cannot guarantee UPS would deliver your package as sometimes UPS transfers packages to USPS for final delivery. Sometimes free shipping is offered, and that is a great way to test how items fit with minimal cost. The return process is simple. Just buy a shipping envelope and stick on the prepaid label. Use the shipping list that came with the clothing to note which item(s) are being returned or exchanged. Put the shipping list inside with the clothing and take it to the post office.
Big caveat: one is charged $9.99 per return or exchange whether the package contains one, two, three, or more items. The cost of returning one item is deducted from the cost of the item. If you paid $24.99 and the return cost is $9. 99 you only get back $15. From my point of view I would be paying $18.98 to have tried on the item. The loss is the original shipping cost plus the return shipping cost.
