They charge monthly with very limited use. Read the negative reviews and terms of use which is hidden in the bottom of their website before you join.

Hi Jieping, I apologize for the confusion you had regarding the membership fee. We do believe that it is clear that FreeShipping.com is a membership service. We list the charge 3 times prior to you being billed. It is first right next to the field where you enter your credit card number, again in the terms and conditions that you must agree to prior to signing up and lastly the membership fee can be found in the welcome email that you were sent upon signing up.
