“Worse service ever!”

I ordered an item that was supposed to take 3-7 days to create. Then was charged extra for priority shipping. Based upon that I should have received the item within 14 days. It has been 36 days. I have sent 13 emails and have been requesting a refund for 12 days. They only keep responding with "sorry for delay". Still no refund and no item.
