I filled a form on the web site called www.quotatis.co.uk and after that they sent me Mr Paul Brown. I trusted him so quickly and went a head with Paul Brown Top Deck Conservation. He promised that he could finish the work within 4-5 weeks and said he does not ask any deposit up front. He made me believe him as he looked very confident and helpful and family man.
Mr. Brown started the job on the 23rd of November 2015. His team including 3 builders started breaking the walls and steels being brought to house then architect came round after two weeks. And I asked architect while he was in the house for a short time weather I can trust Top Deck Conversion or not because I found out that Mr Brown is not registered and I was worried then already. Architect told me that he works with him and he does it numerous times(40 conversion) with no problem. I especially asked him before he started the job. I felt something wrong but it was too late as the half of the roof already had taken down. And we found out at the end that architect whom employed by Brown was not a registered architect, he was not even architect.
He asked no deposit before he got the job but on the 26 th of November, three days after he started to work, he sent to me the payment plan.
I was doubtful as he was asking big chunks of money like 4000 first week and 6000 next one, and so on, leaving 1000 only for compilation.
Mr Brown usually would usually ask me if I paid the money to his account constantly. After taking the roof down, he put me in a vulnerable position that I had to pay him these big chunks of money otherwise he said that work can not continued.

Darling came round to my house asked my builder. Officer said that my house is in conservation area and builder should have asked permission before starting the job loft conversion with dormer and asked the builder to stop the work. But builder already broke the roof put the steels down even before the architect come to the house for the first time to take measurements for the drawings. Mr Brown stopped to work for a week as it suited him because of his Christmas celebrations. At that time he already got 19.000 Pounds transferred to his account. He would be happily off with that money doing nothing but leaving my house with a half roof.
After a while because roof is half open and house is freezing and raining inside I decided to continue the work, as I couldnt live in the house without a roof and get the permission along the way. Mr Brown advised this can take up to 6 years and blamed me for not knowing my house is in the conservation area and says I should have asked the planning permission.
Although in his quote he promised all the paper work will be carried out by his company. And after I ask him to deal the application that he should have done it at the first place, he then promised to put an application form then Mr Buckley, builders architect, put an application but it was invalid. I called council and they
Advised me to put a correct application. Many times I called him emailed Mr Brown but all he said was he cant find Me Buckley and he would tell me what can he do.
Mr Brown got most of the money £22.350.00 of a total of £24.750.00 within a month and half. Most paid by bank but he would call me to ask my debit card details so he could pay for roof materials. He told me that thiefs got broken into his house and stole his credit cards so he asked me to pay some of the costs by cash also. I asked him where was he, when thiefs broken to his house, he said that he was out with his wife walking the dog. But that was a lie. As I found out later that he was in Spain for a holiday for a week. That was the time that he supposed to work in my house because he taken down the half of the roof on Christmas and, raining, leaking from the roof, and our home was frozen to live in it. He was on holiday not caring for the job that he is paid already. His staff was working without his direction and doing everything incorrect but at that time I was not fully aware of whats happening on my roof. I was very hospitable to his staff. I told them this is your house help yourself in the kitchen and even served them cups of tea and food when they were ruining my house up there on the loft.
I have not hired any of his builders, roofers, plumbers, architect, nor building regulations inspector to do my loft conversion. I am not a builder nor manager of a builder. I hired Top Deck Conservation to do the job. Every time we had problem, Paul Brown, the builder, I hired to do the job, would advise me whether I called the architect, whether I called plumber... But why should I call his team members. I am not his manager. It is his job to manage his team. I paid to him to do the job.
Paul Brown said that they would take care of all necessary paper work to request planning permission. I have called the council to ask to pay for appealing for planning application which Mr Brown rejected to pay, council advised me that the application Mr Brown and Mr Buckley has forwarded to the council is invalid and they have not done anything about it.
Mr Brow and his architect Mr Derek Buckley never asked any permission from council before they started to do the job and blamed me that I have to do it myself. He and his architect did not do his search correct and put me in the mess.
Architect did not do proper drawings for en-suite loft conversation. Does not match what the builder has done. On the drawings there is 4 windows and
In reality there is only 3 windows. So many issues happened since then.
Mr Brown asked me to finish the tiling work and painting then he will continue his work but he always found excuses not to send me his builders to finish the work. Local decorator Mr Michael Hague also witnessed his poorly work and criticized that he has not converted the loft in a professional way. He said to me you hire a monkey you get a monkey job. Mr Hague, I hired to do the tiling and painting work also being told by Mr Browns plasterer that he always messes up his clients and dont do a proper job.
Before I got the quote, I asked him do you do the job yourself, he said yes he does work with his team members. But he was only supervising! Builders. He has not touched any work. Mr Brown could not supervise his workers resulting in a really poor work lacking details and leaving the house in a mess and damage. I have photographs and some videos proofing all these claims.
I had to warn him always that he left the roof with broken slates. I had to warn him to tell his builders to clean up the debris. Roofers damaged all my house floors because never used any protection and I now have no finance for flooring.
Plumbing was a major issue and I am now left with a big mess. The toilet on the loft was not on the drawings. Plumber came to fit the pipes and advised me that toilet waste pipes should be fitted through the second floor bedroom and this is the correct way of doing the job. Shockingly he did the opposite. He drilled out off the toilet wall over the roof to join the main soil pipe. Mr Browns Plumber advised me that if the pipes go straight from the new toilet in the loft room to outside, to the roof will probably create a leak in the future. I asked him what is the best solution? And asked him if it was your home what would you do? The plumber said he would bring the pipes down to the second floor then join with soil pipe. I cannot comprehend that he knows the correct way but doing the incorrect way. Mr Brown also ignored changing the cast soil pipe to new plastic soil pipe, which is on the quote.
Eventually Mr Browns staff Builders Regs said that plumbing has to be re-done.
Because of the plumbing mess, When I asked the builder to come and fix the leak in my bedroom on Friday night or else I will go to solicitor he said go ahead.
Plumbers boss was here to analyse what they had done even he admitted that builder Mr Brown is paid well but his work dont represent that. After that plumber came to do it second time which is in correct way.
When I complain and call and text or email to Mr Brown, He could come to house take notes what suppose to be done and would never do anything about it. I can clearly say that he was a con and scum. Many times I showed him the mess on the roof he left (un matching slates and pipes) and the leak on my bedroom sealing he would write in his notebook. And disappear for two weeks and answer my call and disappear again. And he would say I always answer your calls I have not run away. The frustration I had was tremendous. When I asked to one of his staff Dave, if he could treat the same way to his English customers, he said No he could not.
On his last visit my boyfriend took a video of him. On the video he dares to advice me not paying him the last money 1800 Pounds and I should find a builder the clean up his mess on the roof. He wasted all my time and money starting from last November 2015 until now.
I sent a letter to his address provided on his quote to warning Mr Brown. But the letter returned me as the address he provided on his quotes was not his address.
I called judge Rinder as I wanted to tell whole UK that do not fall into trap by a careless builder. I gave Mr Browns mobile number to Ms. Sasha Risner, surprisingly Mr Brown did not want to come to the TV Judge program.
