The Toronto Police Service arrested David Philip Webb, 60, on Aug. 7. Police allege that, between March 2018 and July 2019, Webb defrauded five internet businesses of money exceeding $5000. He then marketed the company PPay Inc. as a legitimate credit card processor that could process online credit card payments for high-risk merchants. He processed credit card payments for five internet businesses and received the money on their behalf but did not send any or all of the amounts owing to them
Police are now looking for additional victims of similar scams. Webb is known to run another company named Vender Services which is believed to operate as a merchant/payment aggregator.

The owner of PPAY Inc. is David Philip Webb aka Philip Arcand, age 58, released in May of 2011 after doing 10 years for his part in inserting numerous fraud/fictitious merchants into a bank's portfolio causing millions in losses. Now he is trying to manipulate public data by placing fake positive reviews to attract new victims. Philip Arcand changed his name and is now back in the merchant processing business defrauding online merchants. All positive reviews on this website are fake and written by the con Philip Arcand himself. AVOID!
They sent me a text message saying I owed $49.95 to "Coastal imaging". The link in the text is, of course, a link to a fake "login site" where they ask for your DOB. They list their contact number as *******131. An automated system says "Thank you for contacting you doctor's billing office" and puts you on hold. They constantly give you the option to "keep your place in line" and have someone call you back.
I know better than to give them anything because I worked for almost 5 years in a REAL physicians' billing company. If I hadn't gotten bored listening to their horrid quality prerecorded blather, I was going to basically just badger the hell out of them and jack with whoever answered the phone basically giving them BS answers and demanding that THEY prove to ME that they really had pertinent billing data like a date of service and service location. Then, if I could get them riled up, drop the "hey a-hole I'm a REAL medical biller so I just riled you up for my own amusement" on them. Alas, I have the attention span of a coked up ferret and just grew bored. This "company" is actually mention by name (and owner) on several scam track sites. So, unless you want to play bait the scammers, don't bother with it. I'm just reporting them and blocking them at this point.

Philip Arcand we know all your companies you have founded all over the world, even those in your brother's and your son's name in Florida and United Kingdom! All your offshore locations have been already revealed, where you try to hide our funds! Everthing was discovered and well documented and handed over to the Police and to the Canada Revenue Agency CRA! You think you are a smart guy? NO you are a not smart, you were caught and you will pay for everthing you did to the people you robbed and scammed! Justice will always win! You will once again rot in jail! BUT THIS TIME FOREVER!
PPAY Inc. and David Webb aka Philip Arcand is a true real scam artist, con artist and bad person. He has spent time in jail and continues to take advantage of merchants who are in need of credit card processing and out of that need have to trust people like David. He knows what to say to get merchants to trust him and then sets his trap. What is being stated about PPAY Inc. is true and I know many merchants who David has screwed. Avoid!
