Disappointing customer service! Missing item! Promised refund in max 2 weeks! No refund still!

I am an American currently studying abroad in Europe that has limited access to Japanese stationary locally so I was excited when I stumbled upon the Modes4u website after searching for stores that sold kawaii goods. I quickly looked at the ratings they had online on trust pilot and saw they had a high total rating so I made an order for over 70 USD and the order was shipped and arrived about one month after I placed it. However, one of the items I had paid for was missing from the order, so I emailed the seller about the missing item and was asked to send a photo of the items I did receive, in which I did. After 4 days, they told me that they would issue a refund for the missing item and that it would take "5-10 working days" which would equate to 2 weeks. I was slightly perturbed as I did not understand why would an order paid with PayPal take 2 weeks to be issued the refund with. Besides, it is stated on their own website that refunds take 2-3 working days- so why had they not acknowledged this divergence, as this is their own policy that they should therefore honor? I thought that since at that time, they had just moved overseas and was at that point moved but setting up shop, so maybe they needed more time? I started having a bad gut feeling about the whole thing after seeing the refund policy misinformation, and also a feeling of overall nonchalantness with how they were handling the issue. I started looking at reviews on not just one, but across multiple sites, and read the negative comments to see what they were about. One after the other, many people had the same type of complaints- situations where they were promised refunds for; many saying that they were told 5-10 working days for and the complaints happened months to years before the company moved,,, as in the 5-10 business day window had nothing to do with them moving, and that they were simply not honoring their own policies as stated! I began to worry and decided after 5 days of receiving no refund to open up a case with PayPal as they in fact have a history of not refunding people as promised. Lo and behold, three weeks later, Modes4U has been silent, and DID NOT issue me a refund as they promised. They did not even respond to Paypal's messages! UNBELIEVABLE! I feel sad and disappointed at the same time, as I deeply hoped to become a regular customer with the company, and even after finding out they did not fulfill my order properly, was actually expecting and hoping that they would rectify the situation professionally and quickly as I had already made a list of items for a second order! I really wanted them to do what was right in principal as a company in fixing what was their own mistake, thus redeeming themselves, but I was let down and their customer service leaves much to be desired. Inarguably, it not acceptable to the customer, and definitely not good to try to run business like this, where you only tend quickly to customers to get their money, but not spend energy and time with people who have already spent their money with you. According to feedback left by others, this behavior is a common practice with this seller and they seem to be ok until there is a problem with the order and others have even reported no response at all. I sadly am beginning to question if the high total ratings on this page is a result of "like farmers" who are commissioned or given free items to solicit 5 star reviews in order to reel in unsuspecting customers like myself. :( It's a scary thought. Everyone who has worked retail knows that having good customer service is gold to maintaining and growing a business IF YOU ARE SERIOUS about your business. I just don't understand why they would let this happen? There is no excuse with moving because similar feedback was given several months back as stated earlier in this post. Is it being stingy and hoping that people would lose track and not notice that you did not refund them as promised? Do they not realize that this is stealing? It's like a big slap in the face for the customer!. :( Do yourselves a big favor, DO NOT ORDER FROM THIS COMPANY and save yourselves the headache, the frustration, the stress, and not to mention, your money!

The worst company I had ever to deal with

I purchased fabric 3 Months ago. The parcel didn't arrive untill Fabruary, so I contacted the company. They weren't helpful at all. The answeres were short and very rude. They made me feel like an inconvenient customer. After contacting the german postal service and the DHL I was sure that the parcel never arrived in Germany. So the company answered to it, that I have to contact the DHL Hong Kong instead! Sorry but this is not the way to treat customers! After many e-mails and troubles they told about the possibility of an refund of the shipping cost or the cost of the fabric. I disagreed, because I wanted an full refund. Why I have to pay for something I never got? After they anyway did not offer any refund, becuase they insist the parcel arrived in Germany. So the end of this story is that I never received the parcel (and will probably never receive it). I lost just my money, time and many nerves instead! The experiences and the information I collected about this company let me come to this conclusion:
1. There is no way to leave a feedback at the sites run by this company. The only feedback existing there seems to be selected or even maybe written by the employees itself!
2. This only positive feedback contrast with the customers feedback at internet pages, which the company has no influence on. The negative feedback there is about 50% and even more. The customers complain about bad customer service, not arriving parcels or even both. Also the lack of any refund seems to be a big problem. But even there the company tries to take influence on the public opinion through comments, calling the unsatisfied customers as liars by using the phrase Unfortunately this is not correct.
3. Many positive feedback from bloggers and youtubers is caused by the fact that they get the products from this company as gifts intended for rewievs. The customers who purchase the products from this company experience many negative issues instead. It seems that the fake feedback, which this company pay for, seems to have more value to them than a customer who pay for their products.
I'm even more than disappointed about my experience. I regret to have send them money. I will never place an order there again!
