FreeUp has multiple plans, and I have had the $0 "Free Plan" (see screencap*) for 2½ months now. I had to buy a FreeUp SIM card ($5 + $4.99 shipping) to install into an old Samsung AT&T "Windows Phone" given me by a friend, from his drawer-full of old phones I had given away my previous phone (from a different provider) in disgust. Five minutes to install the SIM, two minutes to call and activate, and a half-hour later I made my first test call to my friend to let him know his old phone was now alive again. The $0 "Free Plan" is pretty basic, but it serves my purposes well and it's FREE. *I put an "eraser stroke" through the IMEI for security reasons.
