Just a front for the card issuer, with the usual high service charges and cumbersome procedures

Edit 11/2019: Online encashment as mentioned before is not offered, you have to visit a Thomas Cook branch who will issue a cheque which you then deposit in the bank. That means TWO physical visits. BFO customer care has no clue of this process and will instead throw an outdated user guide when asked about the process. Then there are myriad fees charged at encashment:
-conversion rate = (Inter bank rate - 1%) eg if Rs 70 is the IBR rate, 70-. 7=69.3 will be the exchange rate used.
-Service fee of 125/- + GST
-then there is a 8.25USD inactivity fees per month on top of all this

I'm beginning to wonder now what exactly is the advantage of going through BFO.

Edit 8/2018: The card provider is now Thomas Cook with the only advantage (to my eyes) now being one free ATM withdrawal for the entire trip (not provided if buying the card from TC directly). You also would need to find a way to get your Indian bank's OTP on your email/international SIM if you want to avail of their reload facility while abroad (usual channels - netbanking/credit/debit card are available). Inactivity fees will not apply if you cash out after returning. Maximum forex cash given before departure is restricted to $200 (and only in USD) so that leaves you having to talk to forex cash providers like Centrum etc. separately. This cash will not be picked up from home when you want to sell after returning, you will have to visit a branch.

That leaves customer service as one of the main reasons then to go for BFO. As for rates, I didn't compare because of lack of time but apparently their card exchange rates are lower than Thomas Cook's (but higher than the IBR like all providers which is how they cover their margins). Comparison with other providers is unknown. (incidentally, Thomas Cook has the highest cash exchange rates across all providers). In sum, I would recommend comparing rates, offers and customer service between different providers before your purchase, something I definitely plan to next time around.

Edit 11/2017: Lots of fees added on by Axis Bank (card issuing bank), including an inactivity fee, since this review was written ~3 years back - all higher than SBI's foreign travel card (only one I compared against). But BFO's customer service is still unbeatable (and conversely, SBI's can't go any further down. Trust me, you only know when you're stranded abroad and no help is forthcoming. SBI also doesn't allow online reload, only an authorized friend/relative in India can do it). For these 2 reasons then (and ONLY these two) - top-notch customer service and online reload by self when abroad - BFO still remains my preferred foreign travel card vendor, inspite of the higher fees (exchange rates offered, as other reviewers have pointed sound to be competitive).

Pros-
-Completely online when purchasing card (NOT when encashing it), Thomas Cook requires physical visits to office for some steps to be fulfilled
-Customer support is extraordinary (but see cons). Their detailed answers will leave you more than satisfied.
-24/7 phone assistance when abroad
-online recharge when abroad

Cons-
-Encashment requires multiple visits (once to Thomas Cook, once to the bank to deposit the cheque)
-Usual service charges, inactivity fees as by other prepaid travel card providers
-Beware of inconsistencies b/w information provided by different support executives. Some seem to be taking it easy by providing convenient answers not in line with company policy when checked

Suggestions -
Make one stop shop for international travel by starting visa facilities at competitive rates
