No, that is not a safe way to send money. A reputable breeder should ask for a deposit through a different means, such as a check through the mail or paypal. Some even accept credit cards. Whichever the method is, you should have some recourse to be able to get your money back if anything goes wrong or the breeder doesn't make good on his/her promises.
