Was contacted by Susie Parker and told I'd won $850,000,000 a BMW and hot tub. She told me to pay $399.99 at Western union. I said I'd send $10. Is this a scam?

Yes. Sorry, but yes. If you won you shouldn't have to pay anything. They should be ashamed of themselves.

It is a scam! I corresponded with "Debroah Elliot" for weeks. I have over 100 text messages. She kept hounding me for nearly $300 dollars before I would get my winnings. I finally told her that I wasn't going to go and get the "special document (P-14 form)" she said I needed until she showed up at my home with my prize because if I truly won anything, I wouldn't have to pay any money up front. It wasn't long after that that the text messages stopped.

Yes. This is scam. I have won on this site. They send you an email and ask for your mailing address and they send it. Took week or less to get prize. They never asked for my phone number and never called me.
