Where is customer service located? Is it offshore. Do they use low skill workers and scripts?

Tracfone uses only the most feral and unskilled labor available in the Philippines for their customer service centers. I've encountered hundreds of these creatures and found only two helpful people. The rest just seem to be thinking about bananas all day English skills and intelligence are hard to find at Tracfone's customer care center, but the script reading skills (in broken English) are among the best in Asia.
