After I told them it wouldn't work with Verizon and I made two trips to Verizon and they said it was locked by another provider, only then did the seller say that it worked for him with Verizon and ATT, before he never mentioned anything about ATT.

You can't confirm. If it says locked then it is. You need the original account it was on to unlock it
