WTF can't I set up my gd account & sign in to play a game (The Elder Scrolls) $59.99 charge on card and it took 3 days to download?!?!?!

I was notified by my Discover Card that two charges for $100.00 each to SteamPowered today. Someone was fraudulently using my card. Two issues. Why is it hard as hell to get basic support? Steampowered has the worst customer support process i have ever seen. The issue i have, in 2011 i purchased a game via steam and was provided a cdkey. I moved to a different computer and installed steam and tried to reinstall the game. Its installed yet it wants a valid cdkey it is saying someone else is using my cdkey. All i want is to use the game i purchased or get my money back. The steam help team will not assist. There is no options for assistance with this issue with in the help process. So it appears im out 50 dollars. This is wrong, this is very bad customer service. I will be certain to share via tweeter and facebook and encourage anyone i work with to stop or never use steam.
