Do you really have to pay when it is being delivered? How much? What if it is shipped to a skybox?

I can't speak for every country and I do not knkw what a skybox is, but I am in the US and yes, I had to pay charges (over $70) upon delivery in addition to the almost $100 I paid for shipping at the time of purchase. If I hadn't been able to pay at the time of delivery, they would have held the parcel in the local facility until I was able to pay and claim it in person. My guess is that if you have a post office box (skybox?), they would leave a card stating that you needed to pick up your package at the local mail facility and pay in person in order for them to release it to you. If nobody pays and picks up the package within 30 days in the US, it usually gets sent back to the business and they have to cover the return postage unless the company finds a way to bill you for that too. If the parcel is not claimed and goes back to the company, you probably will not get a refund of the price of items or the inotial shipping charges.
