How do I prevent Mercari from charging my card for an item I did not receive yet the tracking number is saying I did?

Mercari charges you right away because your payment is held from the seller who is not paid until after you receive the product. The seller does not receive any money until you have rated the seller to finalize the sale. Because the seller ships the product in good faith without receiving any payment, they are at risk of loss. For this reason Mercari charges you right away so that the possible losses to the seller are avoided and to ensure that the money is available to the seller as soon as the product arrives and the customer or Mercari rates the sale. The buyer has 3 days from delivery date to rate the transaction.

As someone who has had packages stolen from my home after they were delivered: you have to just eat it. The seller shipped your item and delivery was confirmed. It is not the seller or Mercari's obligation to refund you when tracking shows your item as being delivered. It sucks, but that's the way it is.
