Answer:
When did you place the order? You can/should call your credit card company to file a dispute. Did you get any payment confirmation (did you keep those things in writing)?
ANSWER: Yes, I talked with RBC Bank in Georgia, which said that the merchant had made the dollar conversions and only the merchant could reverse it. Lighting New York said it was nothing to do with them and could not reverse the phony charge.
