I'm unhappy with my crepe myrtles. They a year old and they're not growing or blooming. What can i do?

I ordered an Autumn Blaze tree from your site in Spring 2015. When it arrived, I was a bit disappointed. It was only 4 feet tall and just a few leaved and short branches on it. I planted it as directed and watered it often but, I never saw any growth on it at all. In fact, it was a perfect Spring, Summer and Fall this year but, it never took off. In the late Summer, I found a 7 foot tall Autumn Blaze at Home Depot and it is thriving just 20 feet away. I am very disappointed in your tree. Please tell me how I can get your tree to thrive in the Spring next year. It $70.00, it needs to be a successful planting or I would like a refund.

Question:

Is there a fast growing shade tree that has a deep root system & wind resistant. We just lost an empress tree in 60 mile winds. We live on the water in Fl. Also it would be nice not to have leaves to rake. I think there are trees that don't shed the leaves. Also I don't want roots that come on to of the ground, or is invace.
