What are the qualifications of people doing the critiques, their backgrounds, and works they have had published?

Zero qualifications. More than one writer there cannot even spell! She had horrendous writing. Yet people gave her high reviews to make their member$ quota for the day.

That varies. Everyone has a different background. We have published authors writing reviews. And there are also those that are just getting started writing.
