This is not true! They offer an array of padding, underpayments to meet your needs! The best out there!

They have padding, but they won't install what you order. I would recommend going with a local carpet company, or one of the big box hardware stores (Home Depot, Lowe's, etc.) Stay away from Empire or you risk being scammed or ripped off.
