It sounds like you might be based outside of the US (assuming you mean "zero excess," not "zero access" -- that's typical European verbiage for what we in the US would call a "deductible").
We are based in the US and access most of our rates through US-based computer systems. Since most people in the US have either car insurance or credit cards which cover damage to rental cars, most rental car companies don't publish insurance-inclusive rates in the US. As such, the rates we find typically don't include coverage (except where local law includes it, such as in Italy).
We're looking to make some changes in the future to help non-US residents find insurance-included rates, but I don't have an ETA on that at this time. You can always purchase coverage at the rental car counter when you pick up the car, and many travel insurance vendors sell rental car coverage for less than the rental companies do, so those are options to look into as well.
